They look like little scabs to me. Any chance the kitten is scratching and tearing skin with those tiny claws?

Do they look brown like that right away or are they red first? Are they moist?

Just doing a quick internet search I found one other thing it looks like. It’s called milliary dermatitis. In all cases, best to see your vet because they may need to prescribe a topical medication to get rid of it.

I was able to read a little bit about milliary dermatitis and it's causes are bug bites but I have no bugs in my home and he has never left the incubator

Do you have any veterinary dermatologists near you?

Also milliary dermatitis isn’t just caused by bug bites. It can be cause by bacterial infection, fungus, autoimmune response, etc lots of different causes. It’s just the name of the symptom, not the name of the cause.

It looks like everything your bet gage you is antibiotic. If you don’t see improvement in 48 hrs or it gets worse, give them a call they need to change their care plan for him and get you a new med.

Great advice from @Sheldon13 Glad the other babies are not having the issue. My concern was if all, then check out ringworm...whew glad that does not seem to be the case. Will be looking for updates.

Well I have some really good news! first off I would like to thank everyone that tried to help ❤️ so I put the lotion on him a couple of times and I noticed that the brown was getting lighter but after 4th coat that day it got sticky so I decided to give him his first bath he's only 4 weeks old and put a fresh coat of lotion on.
as I'm washing him with the washcloth all the brown is coming off I guess it was old skin that the lotion softened but he is clear and free From any spots thank God
