When someboby comment one of my picture album, I want to answer, but I can't ? Why?

You should be able to add a comment below the original comment that was posted. That's the only way to respond in the photo albums, that I am aware of.

If I want to make a picture in the post( not in the albums) for make illustration of a problem, how can I do that?

It works best if you upload the photo to another host (photobucket.com, for example) and then use the associated link to post directly into your response or you can use the "insert image" button (it looks like a tree, located in the top panel) to add the link and a picture will show up after your response has been posted. Both work just fine for viewing.
