My Sphynx has reddish/brown spots on his tail almost resembling scabs that are raised. Has anyone seen this before?

Is it just on his tail? I'm thinking it could be ringworm.
I would take him to the Vet asap. You can catch it to. Let us know what you find out.

Bella has something that looks like this from sucking. But if you aren't sure, see the vet.

Welcome! Have you confirmed its not dirt or debris? How long has he had it? Does it seem to bother him? Is he a tail chewer perhaps? Also - see this post for skin issues - Sphynx Skin Conditions :)
He's not a chewer and has had this for about a week or so. It wasn't as dark in the beginning but doesn't seem to be spreading. Doesn't seem to bother him at all either.

The small black dots can be gotten out using blackhead remover and strydex pads. I wouldn't do anything tho until you contact Manhattan Cat Specialists and send them a picture, then take the information they provide you to the vet to determine if a bacterial infection is present or if its just stud tail and can be treated at home.
