Haven’t seen this before localized on just the tail like that. My first thought is an allergy but odd just on the tail. Have you changed anything…food, litter, detergent? @Lyndsey3000
I would get these looked at by a vet to alleviate any worries, if they are spreading along the length of the tail you need to get onto it quickly and get treatment. I would ask the vet if these are benign or cancerous. Let us know how you go, we worry about our babies.
My boy Toa has similar bumps on his tail but no so big and clear. The vet said it were regular bumps most cats gave (we only don't see them due to the hair). But the bumps on your sphynx tail look to swollen/big. Best is to go to the vet. Sending positive vibes
