YES YES YES YES YES THIS IS WHAT I MEAN!!! Your right people would resist, but then buyers would have a choice to only get cats that are registered to this organization...
The problem here though would be the buyers that would happily go to an unregistered breeder, just because they are cheaper. I don't know what the solution to that is though. Normally I'd say education, but it's about supply and demand, if people are going to back yard breeders for cheap, unregistered, unscanned kittens, the backyard breeders will keep churning them out.
I'm not talking about 'hobby' breeders or genuine cat lovers that breed, I'm talking about the breeders who have cats in cages and are chasing the almighty $$$ while cutting corners with health/ food/ care etc. They don't scan etc because it costs them money and the people that buy from them don't care because they see a cute, cheap kitten and don't think of the future..
